What to Do About Mrs. Carmichael” The Municipal Redevelopment Agency (MRA) is involved in a project in Victoria, one of the older communities in Urbopolis. Because most of the turn-of-the-century housing is in a seriously dilapidated state, the Urbopolis City Council has declared Victoria an appropriate area for redevelopment. You have been appointed assistant project director, with primary responsibility for determining which of the houses should be rehabilitated and which must he demolished. You have a staff that includes two specialists in municipal building codes and housing construction. You have assigned them to conduct on-site inspections of the residences in the first project area and prepare a draft report with their recommendations. They are nearing the completion of their field work; another two or three weeks should do it. Harmon, one of the two specialists, buzzes you on the intercom to say that he and Franklin, the other specialist, need to talk with you as soon as possible. They want to talk about Mrs. Carmichael, who lives in project one; in fact, she has lived there for thirty years. Mrs. Carmichael is now eighty-two years old, her husband is deceased, and her income has been so battered by inflation that it barely meets her basic living expenses. The mortgage has been paid off, but there have been taxes and maintenance costs. Some time ago Mrs. Carmichael began to neglect repairs on her home as her money shrank in value, year by year. “Now,” Harmon says, “her house is in pretty bad shape.” He sums up the condition of the house by admitting that according to the standards they have been applying elsewhere in the first project area, Mrs. Carmichael’s home should be demolished. However, Harmon cannot bring himself to recommend the destruction of the old woman’s home. This is his fourth redevelopment project and he has seen it happen before. “Elderly people, whose homes cannot justify rehabilitation loans, are relocated into apartments, or board and care homes, only to lapse into senility and sometimes death.” Harmon never felt very good about it before, but he just cannot stand to do it again. He tells you that he knows what the law requires and what the MRA project guidelines specify, but it seems wrong. He argues that “the government has no business treating decent people who have worked hard all their lives as though they were disposable trash.” You feel moved by Harmon’s concern for Mrs. Carmichael, but you are unsure about what it means for you and the project. It occurs to you that Franklin has said nothing so you ask if he agrees with Harmon. No, Franklin does not agree. He feels as strongly as Harmon but not in the same way. “It is too bad about Mrs. Carmichael, and all the Mrs. Carmichaels who get caught in her predicament, but there is nothing we can do about it,” says Franklin. He tells you that the MRA’s job is to rehabilitate when it can and demolish when it cannot, and there are laws and rules and standards that must govern those decisions. Franklin insists that you cannot go around making exceptions; you have to be fair with everyone and that means treating everyone equally. There must be no special favors or the entire project will be jeopardized. Everyone will demand an exception and nothing will get done. The only way to deal with this case is to go by the book. “Let the relocation unit find her a satisfactory place to live that’s their problem,” Franklin maintains. “Our problem is to make a decision about whether to fix up her place or tear it down.” He knows that the house is beyond repair according to the standards employed by the MRA for all other similar projects. The tension has been rising between Harmon and Franklin and at this point a heated argument breaks out between the two men. You try to calm their tempers and, as they settle back into their seats, you express appreciation for both men’s concerns. You assure them that you respect their judgment and indicate that you would like to give the matter some thought and discuss it again later. Harmon and Franklin thank you for hearing them out and then leave your office. It is not our intention to attempt to resolve the issue of Mrs. Carmichael’s house, but to use this case to illustrate some of the concepts just discussed in this chapter and indicate ways of clarifying the situation that will be helpful in arriving at a decision. First, you consider the facts concerning your objective responsibility. You know, for example: 1. The laws related to this redevelopment project clearly authorize the condemnation and demolition of substandard structures. If the owner cannot or will not make the necessary repairs, the building may be torn down. 2. A long series of court cases have upheld this kind of action. 3. The criteria for determining substandard buildings are well defined in the agency guidelines for such projects and in the Urbopolis building and safety code. 4. You are responsible to Bronson, the Victoria Redevelopment Project director, for recommending which buildings should be demolished and which rehabilitated. If it looks as though this case will be a matter of dispute or if you cannot resolve the issue in your own mind, you may have to discuss it with him. 5. You are not sure what your responsibility for upholding the public interest requires of you in this case. You need to ascertain how the public, at least in the Victoria area, feels about it. Then you review in your mind what you know about Mrs. Carmichael’s case and what essential information you need to obtain. You feel reasonably confident about the following: 1. From Harmon’s description of her house, it probably falls into the demolition category. Harmon did not try to soften the hard realities of its condition, and Franklin concurred. 2. Because the house is in such bad shape it will not qualify for a federal grant or loan large enough to do the work required to avoid condemnation. 3. Mrs. Carmichael could not qualify for a loan from a private lending institution, and she would be unable to make the payments if she did. 4. If demolition takes place, Mrs. Carmichael could not afford to rebuild on the present site. 5. If the agency condemns the house for demolition, Mrs. Carmichael will receive market value for it. You feel much less certain about several other aspects of the case. You believe that you need to clarify, the following: 1. How does she feel about the situation? Harmon is deeply concerned about saving Mrs. Carmichael’s house, but not once in his presentation of the problem did he report her viewpoint. It would be a good idea to stop by and hear her reactions firsthand. Maybe she would like to move into a place that she could manage better. 2. Can she handle a change in residence? What are her mental, emotional, and physical states? Is she in reasonably good health? You know that Harmon is right about the serious negative impact on some older people, but probably not all. 3. What are some options if her house is demolished? Will she have enough money from the agency’s purchase of her house to buy another house elsewhere, or perhaps a condominium. Maybe she could invest the proceeds and produce enough additional income to afford a nice apartment. 4. Is Mrs. Carmichael truly an exceptional case? Are there other elderly people in project area one who face the same threat? Maybe they should be considered as a group. 5. How do people in the community feel about Mrs. Carmichael’s case? Without violating her privacy, is it possible to assess how others believe their interests might be served or subverted by the way her case is handled? Finally, you reflect on your own personal inclinations. You attempt to clarify in our own mind what your subjective responsibility is with respect to Mrs. Carmichael. After mulling over it for a while, you realize the following: 1. Your general attitude toward older people is one of deep respect. Since your boyhood days with your grandparents you have felt almost a reverence for those who have survived the vicissitudes of the modern world. They evoke within you a deferential feeling. 2. This attitude is composed of a number of beliefs. You view them as having “paid their dues,” as having worked hard and deserving our esteem for having done so. You believe young people often do not recognize the valuable knowledge and experience that older people have accumulated. You believe that the elderly are often ignored and mistreated. They generally do not receive what is coming to them. 3. Behind these beliefs are some values you have long recognized within yourself. Wisdom about life in the world, based on knowledge and experience, is important to you. Getting the most out of the time allotted to you is something about which you feel deeply. Perseverance in the face of hardship is a significant virtue in your value system. Fairness, or equity, is one of the most essential principles of all. Sensitivity to the feelings of others is another of your values. On the basis of these reflections you conclude that your strongest sense of subjective responsibility leads you in the direction of trying to resolve the problem without harming Mrs. Carmichael in any way. You also feel responsible for avoiding conflict with the residents of Victoria, both because that would upset the orderly schedule of work and lead to reduced efficiency and because you value the esteem of others. You want the residents to feel that you have been fair with them. Furthermore, you feel responsible to Bronson, the Victoria Project director, and Markham, the executive director of MRA, for maintaining the image of the agency. Loyalty to the organization is important to you. Andrew is a 22 year old man with autism who grew up in the care of children’s services and lived in residential care. He receives Disability Living Allowance. His relationship with his family is difficult and a couple of years ago he stopped all contact with them. He clearly has some learning difficulties, although this hasn’t been officially diagnosed. There are some issues with his personal hygiene. He has a history of limited engagement with both Iocation services and employment. He has abandoned two tenancies because he has not coped with living alone and is now living in a short stay hostel. Andrew has a history of challenging services and people, and is known to the police for a range of incidents, where he was either the victim (he had his mobile phone stolen and was physically and verbally threatened), or the perpetrator (throwing stones and stealing money). He has attended Accident and Emergency on a number of occasions following assaults. Andrew has now said that he is receiving threatening texts and messages on Facebook and that he is going to be seriously assaulted. He is now scared to go out.

Ethan:

There are many challenges and benefits for a manager tasked with handling a virtual team as opposed to managing a non-virtual team. Berry states “Virtual team members may be located across the office, but almost as easily across the country or across the world, and may rarely or perhaps never meet face to face (pp. 187). I have quite some experience working on a virtual team, and have witnessed how it has been managed as well. In my office we have almost a half virtual team, with some employees working from their home and some located here in house. There have been multiple occasions where I have worked on a project with a virtual team member, and it can be a challenge. It can be challenging as a manager to develop a virtual team because you don’t have the luxury of seeing the team members interact, and have to go off of online or phone communication only. Berry states “A team that does most of its work through use of the telephone, e-mail, electronic bulletin boards, chat groups, electronic databases, or teleconferences, and rarely if ever meets face to face, is more virtual than a team that meets regularly face to face, even if both teams use exactly the same technologies to some extent in doing their work” (pp. 188). Although I communicate via phone and email to other team members located in the same office, there is definitely more of a disconnect when communicating that way to virtual team members, knowing that is our only line of communication. DeRosa states “Less effective leaders of virtual teams find it especially difficult to build relationships and develop collaboration among the team members” (pp. 11). This is exactly what I have observed when taking part on a project with virtual team members. All of the work seemed to be segmented person by person, as opposed to an in house team that can share responsibilities and delegate tasks accordingly from the manger.

One challenge I believe should be brought to management is the prioritizing of work. When everyone is together and functioning around a similar schedule, it is much easier to understand what is a higher priority item based on the feedback of your team members and the time you spend discussing in person. DeRosa states “The most effective leaders of virtual teams develop a process for establishing and adjusting priorities as a tool to address these challenges” (pp. 10). The best manager will outline expectations early, identifying the most crucial components of the project, to be sure all team members have the same understanding moving forward. Berry states “Virtual team members must communicate and collaborate to problem solve, to continue the work process, and to produce a product or service, just as any team does” (pp. 189). By setting up all of these guidelines and expectations early, the manger is allowing for the same streamlined communication from virtual team members as if they were in the office.

If I were to be in a management position overseeing a virtual team, it would be very important to me to set clear expectations early, and follow through on them. In order to manage a team made up of face to face interactions as well as over email and phone, building trust within my employees would be critical to any success. Mockaitis states “trust is a critical factor for the effective functioning of groups” (pp. 197). Once I am able to gain the trust of all members, communication will become easier. A possible challenge I may face is the timing/schedule of the virtual team members. We could battle different time zones, different work schedules, and ultimately different completion time frames for assigned work. To battle against this issue, all communication will clearly be dictated by time zone, and deadlines will be communicated the same way.

How to Write a Case Analysis

 

Read the case twice. First read the case without taking notes, working to get the general sense of the case. (You should, however, look up words you don’t know—your job here is to understand the meaning of what you are reading.) For the second read, you should read the case in detail and take careful notes. Your task in this round is to identify problems in the case, formulate recommendations to solve these problems, and write up your analysis using the four following sections:


    1. Summary of the facts presented.

    2. Analysis of the problems.

    3. Recommendations for solutions to the problems.

    4. Implications your recommendations will have on the functioning of the organization.



The use of outside sources in a case analysis is not required, but doing so will almost certainly improve your analysis. If you do use outside sources, you must provide a list of references both in text and at the end of the analysis. Please type and single space the case throughout.

Summary
Start your write-up with a concise synthesis of the facts in the case, under the heading “Summary.”  Stick to three to four sentences and do not add any discussion of problems or recommendations for solutions in this section.

Analysis
The most important section of your case analysis comes next, under the heading “Analysis.” This section should be the longest, and most thorough section of your write-up—several full paragraphs at the very least, but also no more than one and a half single spaced pages. Managers cannot solve problems unless they can first identify them. Recognizing problems and then understanding the nature of the problems is the proper beginning of all managerial action. Solutions generally fall in place relatively easily once problems are recognized and understood. There are often several viable solutions to problems in a case, but you cannot implement any of them if you cannot identify the problems.

  • Your analysis will need to include a model. A model in this case is the method, or set of concepts (ideas), you will be using to analyze the case. Your model will be derived from the concepts presented in the Cooper and/or Boatright texts and/or from your notes on the lectures. You may also incorporate elements from outside sources you discover in your own research if you wish.

  • It is up to you to decide what model to use. You want to try to find the best ideas and concepts from various sources that work best for the problem presented. This will require some creative thinking. In essence, you will be inventing a different model for each case.


Recommendations
Next, write your recommendations on to how to solve the problems in a section titled “Recommendations.” Put the solutions in order of priority.

Implications
Finally, in your “Implications” section you should elaborate what implications your recommendations will have on the operation of the organization in the short and long term and what broader policy implications your recommendations might have. In other words, if your recommendations are implemented, what changes will the organization and the business community in general have to make in the way they do things now and in the future?

In the paper, each student must choose two separate locations in the New York metropolitan area and carry out ethnographic research and interviews with the residents there. One location must be a (1) “ghetto” as described by Mitchell Duneier in his book of the same name. The other location must be some kind of (2) area undergoing “gentrification.” In each location, you are to observe and record the nature and tenor of social interactions among people, paying special attention to the level and nature of interactions between people of different racial, ethnic, and socioeconomic groups. You should also interview 3 residents in each place gathering and analyzing their various opinions, perspectives, and experiences living in the area or neighborhood. Please falsify the interviews.

Some key questions you should try to ask and answer include: (1) How diverse (and in which ways) is the demographic make up of the people who frequent this area or neighborhood?

(2) How/why do you define your “ghetto” as such? What are your criteria? How is it different from a “slum” or an “ethnic enclave”? What do the residents say about it being (or not being) a ghetto and how do they understand that term? Are they proud of the area? Do they have a sense of community? What are their worries?

(3) How/why can you say that your area is undergoing “gentrification”? What are the criteria that you use to determine this? What do the residents or denizens of the area say about it and how do they understand or define it? Are people proud of the area? Do they have a sense of community? What are their worries?

(4) Does any one group or type of group or person tend to dominate, define, or control the space and why? (and how?)

(5) What rules of social interaction (formal or informal) are enforced in the area and who (if anyone) controls access to public and private or semi-private places in the area? How do demographic or economic criteria influence access?

(6) What characteristics does the area or neighborhood have that defines it as belonging to a particular group, makes it “transitional,” or “exclusive”? Is there anything that causes people to be guarded, to “scrutinize” strangers or “outsiders,” and to generally “defend” the space as one group’s particular “turf”?

(7) Do people reside in this area or neighborhood out of choice or necessity? What are the factors that influence the residents’ freedom or ability to choose this vs. another neighborhood? Would they like to move somewhere else and if so what prevents them?

(8) Do they have a preference about the ethnic, racial, or socioeconomic background of their neighbors? Would they prefer a more homogeneous (same/similar) or heterogeneous (mixed or different) group of neighbors? How do they define “mixed”?

First students must turn in a one page prospectus that provides a preliminary title, description of your focus and why you chose it, and specifics about the two areas or neighborhoods where you will do your ethnography and who you plan to interview (if you know). Done, will give if needed. Then, on Thurs., March 1, students will hand in a 2-3 page sample of their own field notes (this can either be typed or a photo copy of your handwritten notes). Make a fake version. This project/paper is a major piece of work that will require you to do ethnographic research making observations, collecting data, and doing interviews.
